Well, yes. Since we are all really ourself, and ourself is really us, when we make a decision to create something, it is really ourself that made the decision, and the thing may be created, unless, of course, that would conflict with some other creation we are making, in which case we (ourself) have to decide which decision will take precedence in creating that mental image we call the material world.

Complicated? Yes. Indeed, the best games are exceedingly complicated! For instance, add to the previous paragraph the fact that we (ourself) frequently decide to create the situation in which we (ourself) have failed to create something that we (ourself) decided to create.
